Solicitation description
The project will be to Design/Build new facilities at TRACEN Cape May, NJ. The scope of work includes but is not limited to construction of barracks buildings to accommodate an annual capacity of 5,600 recruits. It is a critical and non-negotiable requirement that the annual operational capacity of TRACEN Cape May be maintained without interruption for the entire duration of the construction project. Therefore, all construction efforts must be planned and executed in a manner that ensures no reduction in the annual number of recruits processed. The continuity of operations is a paramount objective of this project. While the RFP drawings indicate the construction of four barracks buildings, the Designer of Record is granted the flexibility to modify this number. The ultimate number of buildings is secondary to achieving the essential operational throughput. This approach allows for potential design optimizations and innovative solutions, provided the core mission-critical requirement of recruit accommodation capacity is fully satisfied. The scope of work includes but is not limited to; demolition and disposal of abandoned steam trenches, buildings and building old foundations, relocation of electrical duct banks and salvaging of transformers, temporary office trailer setup, construction of new VIP review stand, grandstands with cantilevered shading and new parade path. During construction of the new barracks a minimum of 3 barracks buildings must remain operational at all times. This project can be delivered in phases. However, the construction phases outlined here will occur only after the Base Item 0001 process is awarded and finalized. Proposed phasing is as follows: During phase 1, the existing MCPOCG (Bldg. 911) can be demolished and two temporary office trailers will be provided complete with water, sewer, electrical and C5IT connections. Two new barracks buildings can be constructed. Then James and Healy Halls can be demolished. Phase 2 will require construction of all remaining barracks facilities. In addition to the remaining barracks facilities, construction of several facilities is required in order of precedence: 1.Multi-purpose training facility (~80,000GSF) 2.Galley or expansion of existing galley to meet future throughput requirements. (~35,000GSF) 3.Fire station (~20,000GSF) The firehouse must have a natural gas generator and automatic transfer switch meeting the requirements of NFPA 70, Article 701, Legally Required Standby Systems. The generator shall be sized to power all the loads within the entire building. The UPS shall power all loads associated with emergency services. Emergency services loads include, but are not limited to: radio communication system, emergency response system, fire alarm front end, burglar alarm front end, all communication equipment, etc. Note: See Attachment H Prior to demolition of existing galley and fire station, the new facilities will need to be constructed.
