Sources Sought Notice to Procure Services for the Operation, Security, and Safety of Government Aviation and Ground Fuel Facilities at Kadena AB, Japan; Misawa AB, Japan and Osan AB, Korea

This is a Sources Sought Notice only. It seeks information from sources that can provide bulk and retail fuel services. No solicitation is being issued at this time. For reference purposes, this SAM notice is numbered SPE603-26-R-5X65. The amount of information available at this time is limited. This notice is also issued for the purpose of market research in accordance with Federal Acquisitions Regulation (FAR) Part 10. The Defense Logistics Agency (DLA) - Energy - FESBA seeks potential business sources to perform Fuel Operations, Support Operations, and Management and Administration pertaining to the receipt, storage and handling, and issue services for capitalized fuel products Aviation Turbine Fuel (JP8); Regular Unleaded Gasoline (MUR); Mid-Grade Unleaded Gasoline (MUM); Jet Propellant (JPTS); Fuel Oil Burner (FJ 1/3); Retail Diesel or any additional product designated by the Contracting Officer) at Government-Owned Contractor-Operated (GOCO) fuel facilities in Japan. This includes services for the operation, maintenance, security, and environmental protection of Government aviation and ground fuel facilities at: Kadena AB, Japan; Misawa AB, Japan; and Osan AB, Korea. Firms will be expected to maintain product quality and accountability at these GOCO facilities. Interested firms should be able to provide all personnel, equipment, tools, materials, supplies, and supervision necessary to receive, store, issue, maintain quality, and account for petroleum products. This procurement will be unrestricted under NAICS code 493190 (Other Warehouse and Storage) with a size standard of $36.5 million. The Government anticipates issuing one solicitation and awarding three (3) firm fixed-price contracts for Kadena AB, Japan; Misawa AB, Japan; and Osan AB, Korea with a four-year base period of performance beginning on September 1, 2027, through August 31, 2031, with one five-year option from September 1, 2031, through August 31, 2036, and an option to extend the contract for a total of no more than six months from September 1, 2036, through February 28, 2037. Contracts awarded are subject to FAR 52.222-41 and Service Contract Act of 1965. Responses are limited to not more than 5 pages. Any information provided to the Government as a result of this notice is voluntary. The Government will not pay for any information submitted in response to this notice.
