Department of Navy Rapid Capability Office (DONRCO)’s mission is to bring together the people, tools, and processes to drive the rapid delivery of transformative solutions to the Department’s hardest operational problems. This non-personnel services contract will operate across three integrated workstreams: portfolio performance, strategic planning, and strategic deal support. This support will deliver performance assessment against the BETS thesis, Platform Architecture and Standard Operating Procedure, Capital Coordination and Stakeholder Engagement Framework, SECNAV-grade ROI and Performance Metrics Reporting, and Strategic Deal Architecture Memoranda.
