Notice of Intent to Sole Source – HHS Modernization Discovery, Prototyping, and Implementation Planning

Solicitation description

The U.S. Department of Health and Human Services (HHS), Office of the Assistant Secretary for Administration (ASA), Immediate Office (IO), intends to solicit and negotiate on a sole-source basis with YAT CHOI LLC for modernization discovery, prototyping, and implementation-planning services. The Government anticipates conducting this acquisition using Simplified Acquisition Procedures under FAR Part 13. Pursuant to FAR 13.106-1(b)(1)(i), a contracting officer may solicit from one source for an acquisition not exceeding the Simplified Acquisition Threshold when the circumstances of the contract action deem only one source reasonably available. The anticipated award will be a firm-fixed-price contract valued at approximately $200,000, with a 25-week period of performance from September 30, 2026 through March 23, 2027. The requirement and pricing structure are reflected in the acquisition documentation currently provided by ASA. Description of Requirement HHS requires a senior-led modernization discovery, prototyping, and implementation-planning engagement for selected HHS programs, workflows, systems, and technical operations. The engagement is intended to evaluate opportunities to improve organizational performance through business-process redesign, automation, artificial intelligence, improved data practices, and modern technical approaches. Existing processes may involve manual activities, fragmented workflows, repeated data entry, reconciliation, routing, review, and outdated technical tools. The anticipated 25-week engagement consists of a five-week Mobilization and Readiness Phase, followed by a 20-week Discovery, Prototyping, and Implementation Planning Phase. Mobilization and readiness activities are expected to include contractor staffing and onboarding; completion of applicable security, privacy, and system-access requirements; orientation to the HHS environment and selected systems; kickoff activities; and development of an integrated work plan. Subsequent performance is expected to include discovery interviews and working sessions; review of selected workflows, systems, and technical operations; technical and process analysis; development and testing of prototypes or proofs of concept; validation with HHS stakeholders; and preparation of implementation recommendations and plans for opportunities selected by HHS.
