Description This is a combined synopsis/solicitation for commercial products and commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Commercial Services, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued. This solicitation is issued as an RFQ. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2026-05. This solicitation is set-aside for SDVOSBs. The associated North American Industrial Classification System (NAICS) code for this procurement is 325120, with a small business size standard of 1,200 employees. The FSC/PSC is 6835. The Bedford VA Medical center located at 200 Springs Rd in Bedford, MA 01730 is seeking to purchase services to supply 3 portable bulk oxygen trailers at the Bedford VA Medical Center. STATEMENT OF WORK MEDICAL GRADE LIQUID BULK OXYGEN Bedford VA Medical Center 200 Springs Road Bedford, MA. 01730-1114 General 1.1 The Bedford Department of Veterans Affairs currently has the requirement for the distribution and supply of medical-grade liquid bulk oxygen. Period of performance: One Year Estimated period of performance 05/01/2026-04/30/2027. The purpose of this solicitation is to establish a committed source of supply of medical-grade liquid bulk oxygen for this facility. This Government facility does not own its own bulk oxygen tanks. The contract shall provide three (3) temporary units with an appropriate 400-gallon reserve tank back-up systems meeting NFPA 99 code standards. The temporary tanks will be located at Bldgs 2, 4 & 78. The contract shall also provide for digital readouts or internet access online for real time telemetry readings (2) separate and distinct locations within Building 1. Specifications for this facility are listed in the solicitation schedule; Med Gas EOSC Final Report & Commissioning Report. 1.4 The Contractor is responsible for the system up to the connection point at the trailer. The Government is responsible for the system from the tie-in point and throughout the distribution system. If the hospital is relocating the tank system from an old location to a new location, the Government may require the Contractor to provide a temporary liquid Oxygen supply while the Government ties in their distribution system to the new tank system. The Contractor shall provide a temporary liquid Oxygen price for this temporary service. Contractor is responsible for ensuring that the new tank is tied into the existing building distribution system without any interruption to service.
