NOTICE OF INTENT TO AWARD (SOLE SOURCE) Notice of Intent Number: 52000PR260026726 1. Synopsis of the Requirement The Government hereby submits a notice of intent to award a sole-source, firm-fixed-price contract/purchase order to: Proposed Contractor: Chesapeake Marine Design, L.L.C. Contractor Address: 794 Creek View RD, Severna Park, Maryland 21146-4209, United States Unique Entity ID (UEI): VQ3MBH51Z3N7 CAGE Code: 18A16 Requirement Title: Special Studies for USCG Expert Seakeeping and Structural Analysis Support Total Estimated Value: $98,500.00 It is the belief of the Government that this organization is the sole source to fulfill the need of one responsible source to satisfy the agency's requirements. 2. Regulatory and Statutory Authority This sole-source contracting action is conducted in accordance with Federal Acquisition Regulation (FAR) Class Deviation / Revolutionary FAR Overhaul (RFO) guidelines. Under the RFO, simplified procedures for commercial acquisitions are consolidated under RFO FAR Part 12 [specifically RFO FAR 12.201-1 (Simplified procedures) and RFO FAR 12.102(a) for acquisitions valued at or below the Simplified Acquisition Threshold]. The statutory and regulatory authorities permitting other than full and open competition are: Regulatory Authority: RFO FAR 6.103-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." Statutory Authority: 10 USC 3204(a)(1) (for Coast Guard operating under DoD/Navy) or 41 USC 3304(a)(1) (for Coast Guard operating under civilian DHS). 3. The contractor will review seakeeping data, evaluate maximum wave load approaches, extend risk-based operator guidance to cutters, and provide hull structural monitoring analysis support. 4. Submission Instructions to Interested Parties This hereby constitutes a synopsis of the items included in this requirement. This notice is NOT a request for competitive quotes or proposals, and a written solicitation will not be issued. However, responses to this notice demonstrating clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder critical mission objectives will be considered.
